Proposals Manager – Treatment Solutions
What Are We Looking For?
We are looking for an experienced Proposals Manager to join our Treatment Solutions business. You’ll be responsible for leading and developing our Proposals team, overseeing the delivery of high-quality technical proposals, concept designs and Front End Engineering Design (FEED) solutions for projects across the Water and Wastewater industry.
Working closely with our established Engineering, Estimating, Commercial and Project Delivery teams, you’ll play a key role in securing new business opportunities, developing innovative treatment solutions and supporting RSE’s continued growth within the industry.
This is an exciting opportunity for a commercially aware and technically experienced individual to take ownership of the proposals process, from initial enquiry through to successful tender submission and project handover. You’ll also have the opportunity to contribute to the development of RSE’s modular technologies, innovative products and sustainable water treatment solutions.
Please note that whilst this role is predominantly office based, travel to client meetings and project sites across the UK will be required, with occasional working away from home and international travel.
Some of your key duties include:
-
Lead, manage and develop a team of Proposals Engineers, ensuring resources are effectively allocated to meet tender and project deadlines.
-
Oversee the preparation and submission of competitive technical proposals, tender designs and estimates, ensuring compliance with client specifications and commercial requirements.
-
Manage concept and FEED commissions from initial enquiry through to completion, ensuring delivery within agreed programmes, budgets and quality standards.
-
Work collaboratively with Estimating, Commercial, Engineering and Project Delivery teams to develop competitive tender strategies and identify project risks and opportunities.
-
Lead tender reviews, client presentations and clarification meetings, supporting negotiations and ensuring successful handovers to Project Delivery teams.
-
Drive the implementation of RSE’s Modular First approach, identifying opportunities to incorporate standardised designs, offsite manufacturing and innovative treatment technologies.
-
Support the development of new products, processes and technologies, including the design and testing of pilot plants and innovative water treatment solutions.
-
Build and maintain strong relationships with clients, consultants, suppliers and internal stakeholders to identify and secure future business opportunities.
-
Monitor proposals performance, manage the tender pipeline and drive continuous improvement across proposal processes, standards and procedures.
-
Ensure all proposals and designs comply with relevant technical standards, Health and Safety legislation, environmental requirements and company procedures.
What Do You Need?
-
Degree, HND or HNC qualification in a relevant engineering discipline, such as Chemical, Process, Mechanical, Civil or Environmental Engineering, or equivalent.
-
Proven experience in proposals management, project management or engineering management, ideally within the Water, Wastewater, Industrial, Renewables or Oil & Gas sectors.
-
Demonstrable experience of leading, motivating and developing technical teams.
-
Strong technical understanding of engineering design, with the ability to manage the development of tender, feasibility and concept designs.
-
Experience managing projects or engineering commissions to agreed programmes, budgets and quality standards.
-
Excellent commercial awareness, including an understanding of tender pricing, contract terms, risk management and project estimating.
-
Knowledge of relevant engineering design codes, technical standards, regulations and Health and Safety requirements.
-
Strong communication, negotiation and presentation skills, with the confidence to engage effectively with clients, senior management and multidisciplinary teams.
-
Excellent organisational skills, with the ability to prioritise competing deadlines and manage multiple tenders and projects simultaneously.
-
A proactive and innovative approach to problem-solving, with an interest in developing new technologies and improving project delivery.
-
Experience of FEED delivery, modular construction, offsite manufacturing or Design for Manufacture and Assembly (DfMA) would be advantageous.
-
Knowledge of NEC contracts, framework tendering and UK water industry specifications would be beneficial.
-
Chartered Engineer status, or working towards professional accreditation, would be advantageous.
-
Full clean UK Driving Licence.
